The music industry scored a huge win in its efforts to clamp down on illegal file sharing on college campuses when Congress passed legislation designed to tackle the problem.


Over the objections of campus administrators, the reauthorization of the Higher Education Act included a measure forcing colleges and universities to implement network administration technologies that deter illegal peer-to-peer file sharing.
